Higher profile Human Rights Commission is busier than ever

Nestor Alan Rodriguez, 18, died in 2006 when a Jetta and Dodge Ram truck driven by two 19-year-olds from powerful political families smashed into his car at a Guadalajara intersection.

Both youths walked away scot-free, despite allegations they were drunk, possibly drag racing and that police purposely waited six hours to carry out a breath test even though empty beer cans were found in their cars.
