Dear Sir,
We have tried to stay clear of the cat fight between what is known as the Gary Bradley board and the Janet Peace board in Chula Vista. We do not know either person but the recent letter from Wendy Penner, an associate of Peace, has compelled us to speak.
For brevity’s sake we will mention only two of the curious points stated in Penner’s rambling letter.
Firstly, Penner states that Mr. Bradley made “a private offer to purchase land from city hall.” She acknowledges that Bradley was not acting as a representative of Chula Vista but as a private citizen. Surely any individual can make an offer to purchase land from its owner, and that offer can be accepted or rejected?
Penner goes on to say that city hall rejected the offer and is now taking legal action to retrieve the “appropriated land.” First city hall declines the purchase and then wants to get the land back? Is the apple talking to the orange?
Secondly, Penner emphasizes that she has alerted members of Chula Vista to the “dangers” our board acquired with the 2008 bylaw changes. What bylaw? We were at the 2008 meeting and didn’t observe anything dangerous to our fraccionamiento. Motions were made and voted on under the proscribed procedures. I wish Ms. Penner would cite the bylaw of which she speaks so we can decide for ourselves if it is dangerous or not.
We are tired of being told what to think. In our opinion a new meeting should be called, whereby members of Chula Vista could come and vote as they will and a 2010 board of directors elected. That would settle once and for all who the board members are.
With no board of directors at the helm, Chula Vista does not have any finances to pay its obligations, our patient staff doesn’t have any direction and maintenance of our water system is in jeopardy.
Ms. Penner, if you have suggestions for a solution, let’s hear them. Meanwhile, please do not shove any more letters under our front door.
Editorial note: At press time the legal standoff between the two factions battling over control of the Chula Vista Homeowners Association continues, with both Gary Bradley and Janet Peace telling this newspaper that a break in the status quo may be forthcoming within the next week. Meanwhile, office manager Lucy Fernandez reports that some residents have been paying annual homeowner fees at the 2009 rate to help cover the operating costs that keep water and garbage collection services afloat.
