According to White House staff, the economy and swine flu will head the agenda at the summit of the leaders of the United States, Mexico and Canada in Guadalajara August 9 and 10. And as at most summits, the final communique will likely be loaded with shallow language that lauds the ambiguous qualities of collaboration, cooperation and integration.
